The Supported Housing (Regulatory Oversight) Act Consultation

Half-Day Zoom Events

The Supported Housing Regulatory Oversight Act 2023 will involve the biggest change in over 20 years to the organisation, commissioning, oversight and accreditation of supported housing at local level. It is essential that people within the sector come together and respond collectively to the recently announced Consultation on this Act.

We are delighted to announce a series of six virtual half-day Zoom events to be delivered by Michael Patterson in March and April (dates to be announced) 2025 aimed at supported housing providers and commissioners, revenues and benefits team colleagues and anyone interested in the future of supported housing.

The Supported Housing Regulatory Oversight Act 2023 Consultation was published on 20th February and is open until 15th May. Part 1 applies to England only and deals with the proposed National Supported Housing Standards, Licensing and the potential for a planning use class for supported housing, but Part 2 has UK-wide applicability. Part 1 alone asks 75 questions and Part 2 another 18. The smaller number of questions in Part 2 should not belie the significance of its content and future impact on the supported housing ecosystem.

Part 2 is primarily concerned with defining “care, support or supervision” in the context of the Housing Benefit Regulations. Both parts of the Consultation are tremendously important, but we must be especially alert to the potential for the UK Government to take a restrictive approach to how “care, support or supervision” is defined, especially given the lack of non-HB funding for “support”. The idea of a definition of “care, support or supervision” within the Housing Benefit Regulations must be taken in tandem with the DWP’s Housing Benefit Guidance for Supported Housing Claims published in May 2022, the consequences of which are being felt by supported housing providers and revenues and benefits colleagues alike.

Please note all AM sessions start at 9.30am and end at 12.30pm.  PM sessions start at 1.30pm and end at 4.30pm. There will be a 15 minute break at around 10.45 am for AM sessions and 2.45 pm for PM sessions.

NB: If you work in England, please book both parts of your chosen event (see the event list below). If you work in Scotland or Wales, please book only the second part of your chosen event. The first half of each of the four sessions applies only to England. The second half is applicable UK-wide, as Housing Benefit is not a devolved power.

Consequently, we have decided to charge £40 (+VAT) to participate in the entirety of the session of your choosing, or £25 (+VAT) to participate ONLY in the second half of the session of your choosing. Please make your choices clear on the booking form (link below).
